How can the Philippine government conserve biodiversity in urbanized areas like Metro Manila?
My urban ecology work focuses on the paradox of cities as both threats and potential refuges for species. In the Philippine context, with unique endemic species and extreme urban density, generic "green space" policies fail. I need examples of targeted, context-specific interventions that have succeeded in similar settings and could be adapted through local ordinance or planning codes.

Based on my consultations with Southeast Asian city planners, the most effective strategy is to mandate and incentivize a networked "Ecological Green Infrastructure" system in the comprehensive land use plan. This moves beyond isolated parks. I would recommend policies that: 1) Legally protect all remaining mangrove patches and riparian corridors as non-buildable zones, 2) Create a developer ordinance requiring "greenways" that connect these patches through new subdivisions, and 3) Launch a native species nursery and subsidy program for homeowners and businesses to replace ornamental plants with indigenous, climate-adapted species. This builds a functional habitat matrix, not just decorative greenery.
