How do you actually build an innovation strategy for a whole region?

When governments talk about making a region "innovative," what does that strategy actually look like on the ground, and how does it connect to developing industry clusters?

The core strategy is about connecting the dots locally. It involves intentionally building networks between companies, universities, and government (the "triple helix") within specific industry clusters. The goal is to create a hotspot for knowledge sharing, provide specialized shared infrastructure, and fund collaborative R&D. A successful strategy integrates cluster growth with the wider regional system by aligning policies, funding, and talent programs to build a unique competitive advantage that's hard to copy elsewhere.
