AI security frameworks are being developed, mainly in the US and EU. Should these look different for countries with less mature tech infrastructure and different threats?

They absolutely should differ. A framework built for Silicon Valley will fail in a country still building basic digital infrastructure. For developed nations, frameworks focus on integrating AI into complex, existing systems and countering advanced threats. For developing nations, the priority must be affordable, scalable solutions that work with limited resources, major investments in training and capacity building, and securing foundational infrastructure. The goal should be to "leapfrog" legacy problems with secure-by-design principles, supported by international tech transfer and collaboration to avoid a new "cyber poverty" gap.
