What was the International Year of Astronomy 2009, and why was it significant?
I'm writing a grant proposal to fund a public astronomy engagement project and need a strong precedent. IYA2009 is cited everywhere as a watershed moment. Beyond commemorating Galileo, what were its concrete organizational goals, and what made it so effective in creating a sustained, global network of outreach practitioners?

I had the privilege of serving on a national IYA2009 committee. Its genius was in its coordinated, bottom-up structure. Led by the IAU and UNESCO, its core goal was to remind the world that astronomy is a unifying cultural heritage. It wasn't just a celebration; it was an infrastructure project for outreach. It created a global framework that empowered local organizations from major planetariums to small clubs to run parallel events under a shared banner. The lasting impact I've seen is the professional network it forged. Many of today's leading public engagement directors first connected during IYA2009, and programs like the Galileoscope or the "100 Hours of Astronomy" created templates we still use.
