Can El Niño or La Niña be prevented?

I'm studying climate adaptation policy, and I occasionally hear speculative questions about "stopping" ENSO events to prevent droughts and floods. From a climate science perspective, this seems like a profound misunderstanding of scale and energy. I want a clear explanation of why prevention isn't a viable concept, to better inform policy discussions focused on realistic solutions.

In my climate communications work, I stress that preventing ENSO is a category error. These are not discrete events but manifestations of the inherent coupled dynamics of the Pacific Ocean and the global atmosphere a planetary-scale heat redistribution engine. The energy involved is orders of magnitude beyond any conceivable human intervention. The scientific consensus is firmly that prevention is impossible. Our entire focus must be on the feasible and critical work of improving seasonal-to-interannual forecasts and building resilient infrastructure and agricultural systems. I recommend framing discussions around managing impacts, not the phenomenon itself.
