How can a systemic and credible framework for anti-greenwashing verification be designed?

Current anti-greenwashing efforts often appear fragmented or reactive.I am interested in how a more systemic verification framework could be developed.This has implications for regulation, markets, and public trust.

From my experience studying governance systems, effective anti-greenwashing frameworks must be layered rather than centralized. I have seen success when standardized metrics, independent auditing, and regulatory enforcement work together. I would recommend designing systems that link corporate disclosures to verifiable data and real consequences. A systemic framework relies less on trust in individual actors and more on institutional checks, transparency, and interoperability across sectors.
