If a government or large corporation wanted to intentionally design a thriving industrial innovation ecosystem (say, for advanced manufacturing), what are the main conceptual steps they'd need to follow?

It's a deliberate, phased process: 1) Map all key players (firms, research bodies, government agencies). 2) Audit strengths and pinpoint critical gaps in skills or technology. 3) Design partnerships and knowledge-sharing flows to create value. 4) Set up governance rules for coordination. 5) Build supportive policies and physical/digital infrastructure. 6) Establish metrics to monitor health and adapt the system over time. It's about engineering the connections, not just the nodes.
