 From my experience supervising doctoral students, there is rarely a universal template that fits all contexts. I have seen most institutions expect similar core sections, such as rationale, literature review, and methodology, but with flexible ordering. I would recommend starting with your department’s guidelines and funding body requirements. Successful proposals tend to balance formal structure with a clear, persuasive research narrative.
