He knows it is right through coherence and corroboration. The memory is tested against his existing web of beliefs and other evidence. Does it fit logically? Can it be verified externally (documents, other witnesses)? The feeling of "rightness" (memory's phenomenology) is insufficient; justification requires the memory's integration into a reliable cognitive and evidential framework.
