  Yes, it does contain. Kaplan turbine consists of scroll casing, running blade, draft tube and guide vane mechanism.

The guide vane mechanism is the controlling part of the entire turbine. 
This vane opens and closes depending on power requirement. In case of power output requirements, 
vane opens wider to enable water to hit the blades of the rotor. When low power output demands, it closes on its own to cease the flow of water.
