The regenerative chatter is influenced by cutting stiffness,  machining process parameters such as speed, insert cutting geometry,  insert shape, and machine tooling workpiece.

Regenerative chatter depends upon machine tool dynamics. The regenerative chatter vibration will arise mainly due to interaction between the machine tool structure and machining process. The process occurs at the frequency of the dominant mode of the machine tool structure. Some other factors that influence the regenerative chatter are clearance angle, effective rake angle, instability of chip formation, workpiece hardness, and tool wear.

It solely depends on the type of materials and machining you use.  However, as per my opinion, the rake angles and shear are very important factors.
