Is an abstract needed on top of the PhD synopsis itself?

The synopsis is already a summary. Do I need to put a separate "Abstract" page at the very beginning, or does the first section ("Introduction") serve that purpose?

Typically, NO, a separate abstract is not needed for a synopsis. The entire synopsis document is the abstract or summary of your proposed research. Adding a formal abstract on top is redundant and wastes precious space. Instead, your first section (Introduction/Background) should immediately and powerfully state the research problem and its significance, functioning as an integrated opening summary. However, always check your specific university guidelines. Some may require a structured abstract on the title page. If instructions are silent, dive straight in. The synopsis's job is to be concise; avoid meta-summaries of itself.
