Is annual maximum data prepared with the moving window technique?

Hi experts, I am preparing annual maximum data after considering standard durations. This has to be done in Turkey and the data also involves surveys conducted in Turkey. I am confused whether moving/sliding window technique will be a good option or should I choose some other technique like exponential weighting method? 

For example, let’s consider I am taking a 30 minutes timeline for the annual maximum data so if I choose the moving window method, it would mean that I can consider any 30 minute timeline of that year.

Is it really the right method? Can anyone suggest a better technique if it is not?

I hope you are not expecting to get the right answer based on this explanation given by you. This doesn’t even explain what your subject area is and what you need the data for. With different data and research work, different methodologies and time durations are suggested. So, saying that 30 minutes is enough and that any 30 minutes data around the year is acceptable depends on the research type and research purpose. Please clear it first to get the reliable data.

The data collection and research methodology depend on the research needs and the research hypothesis you have set in the draft. Understand the need and study whether the approach will answer your research question or not.   I agree that the information is not enough but I didn’t want you to leave with no suggestion. So, get to understand the research needs.

The technique of sliding window aggregation does not apply on any 30 minutes of the year. You have to note down the maximum precipitation everyday in consideration with the standard duration selected. The highest value will be considered as the maximum value for that year.   Your question surely needs further explanation but if you can not do that, then I would suggest you consider whether 30 minutes is enough for your project or not.   Also, below I am attaching the link to the illustration of this method.
