Actually there is only a single way to formulate research questions and that is to read, evaluate and create! The less you read and study literature, the less necessary information you can take out of it. So you need to be very much critical and careful while studying. Let us consider your situation. As you said, you have read 46 papers, it means you would have studied mainly 10-12 issues but you are satisfied with only 6-7.
