you cannot determine which one to choose just like that. It totally depends on your study.

If you are producing models to generate outcomes for operational decisions, then use SPSS Modeler.   But if you are developing models for data insight purposes use SPSS statistics.

If you focus on accurate prediction then use SPSS Modeler. It has functionality for building,   comparing, testing and combining predictive models. But if you want to conduct significance test or   your analysis focuses on understanding variation then use SPSS Statistics.

 It’s simple. To create regular analytics report use SPSS statistics and for pattern detection use SPSS modeler.
