Could a robot be designed for complete underground operations, such as autonomous tunneling, mining, or exploration?

Yes, it is possible but extremely challenging. Such a robot would need a burrowing mechanism (like peristaltic motion or drilling), robust systems for navigation without GPS (using inertial sensing or acoustic beacons), and solutions for power delivery and soil displacement. While fully autonomous subterranean operation is a major research hurdle, simpler tethered or shallow-depth inspection robots already exist.
