For a 15kg robot, use wide, rubber-tired wheels on a rigid hub for stability and traction. A differential drive system with two powered wheels and one or two passive casters is a reliable and simple structure. Ensure your motors and gearboxes are selected to provide sufficient torque for the weight and intended terrain.
