Is theoretical and conceptual framework same?

I am confused between theoretical and conceptual framework, Are they same? If not what is the difference between the two? I discussed my confusion with many of my friends, and they are saying that they both are the same, but I doubt. So, please help me in clearing this confusion.

The conceptual framework is about the scholar’s idea as to how he/she wants to examine the problem whereas, the theoretical framework is about the general representation of relationships between things in a given phenomenon. The theoretical framework dwells on time-tested theories that embody the findings of numerous investigations on how events occur. The conceptual framework, on the other hand, embodies the specific direction by which the research will be undertaken.

I think the information given above is enough for you to understand the difference between the two. Now, I will tell the difference between the theoretical framework and conceptual framework by the following examples concerning both the concepts: Theoretical Framework: Stimulus elicits response. Conceptual Framework: New teaching method improves students’ academic performance.
