I don’t know how does glass pH work. I can help you with pH reference electrode working. 
Reference electrodes work like a battery with chemical components generating a predictable millivolt, 
which is in electrical contact with the solution that is being measured. The reference is a constant millivolt and 
gives the glass a reference point to identify the changes in Hydrogen ion concentration.

The pH glass electrode works with 2 reference electrodes. 1 reference inside the glass and 1 in contact with the solution outside the glass.
pH determines the milli-volt difference in the pH electrode system and forms leached layer on both sides of the pH glass membrane. 
The difference in potential between the inner and outer layers is called the phase boundary potential. Which isn’t generated in reference pH.
