Steps that is followed while formulating the research question is almost similar in all the domains. In sociology, start topic that examines sociological perspective and interaction between groups and individuals. The question study should be specific and not general in nature. Begin with a general idea and then make it more specific.

Steps mentioned by Rahul is absolutely right. But be careful while formulating a sociological question. Sociology is a huge academic tent. Hence it is always hard to figure out if your writing is sociological. The key point that needs to be considered here is that it has to involve groups rather than individuals and has to address apt patterns.
