Is fluorescence an emission spectroscopy or a scattering spectroscopy? And does the fluorescence occur at greater wavelength of lesser wavelength?

Fluorescence if an emission spectroscopy. It is usually observed when an electron returns to the ground state from the excited state when it excites after the absorption of a photon.

I completely agree with Payal. In excited state, energy will be lost due to non radioactive process. This energy will be less than absorbed light and thus the fluorescence.

Nadeemjmi, fluorescence occurs at a greater wavelength than its absorption wavelength. It can never happen at lower wavelength.
