Does electron population decrease in E5 level in co2 laser?

The working is actually quite simple. When an electric discharge occurs in the gas,  electrons will collide with nitrogen molecules & gets excited.  Next the molecules in the excited state will collide with co2 atoms in ground state,  then get excited to higher vibrational, electronic, and rotational levels.  Now since the excited level of nitrogen molecule is close to the E5 level of co2 atom, population in E5 increases.

E5 to E4 level transition will give rise to laser beam of 10.6 micrometer wavelength. E5 to E3 will give 9.6micrometer.
